Sellers must offer Paypal as the only payment method, and can only list as auctions for periods of three days or longer. Sellers with more than one console to sell must have more than 50 feedbacks, 98% positive. In addition, all sellers must comply with the pre-sales regulations.
Of course, if you *are* planning to get rich quick by selling a PS3 or two, you might like to remember that some sellers in the States didn’t do quite so well as they had hoped.
