Is Best Offer only listing format coming?

TurboLister (with the latest updates installed) shows the options to the right when clicking to change the listing format.

Auction, Fixed Price, Shop Inventory, Classified and Express are all familar listing formats, but what does the “???” option represent? Selecting it reveals a format which is Best Offer only with no auction or fixed price options. Currently every category I’ve attempted to create a listing in results in an error stating an incorrect category has been selected.

The selling format options available in TurboLister are shown to the side (although the listing format is currently un-named).

Is this simply an error or are eBay in the process of building an entirely new listing format? Could the next iteration of eBay listings be Best Offer format only?
