We’ve had a couple of people receive emails saying that the International Site Visibility (ISV) listing upgrade has been removed from their listings, one seller receiving the emails even though he didn’t add the feature in the first place!
We’re currently not sure if this is a simple glitch, if eBay are refunding fees because they’re displaying affected listings anyway on international sites due to lack of local inventory, or if they’re simply doing away with the ISV feature all together.
It’s worth noting that those with an Anchor or Featured Shop subscription now get very low cost listings on many eBay sites. We also note that the new aff_link("https://sellercentre.ebay.co.uk/fees-business-sellers-0","Seller Centre fees page","","UK"); ?> makes no mention of the ISV feature in Optional listing upgrades, although it does appear as an option in the aff_link("https://www.fees.ebay.co.uk/feeweb/feecalculator","eBay Fee Calculator","","UK"); ?>.
Have you received the emails, if so are your listings still showing on International sites and are you still being charged for ISV?
17/6/14 Edited to add: eBay have announced this was a aff_link("https://www2.ebay.com/aw/core/201406162009521.html","system error during routine maintenance","","UK"); ?> which fired an email to created new listings or revised listings and all should be well with your ISV feature 🙂

Yes, it happened to me the other day. It was a relisting of an item I sold a few weeks ago to Germany. Emailed ebay about it – no response.
Surprised? No. It’s just part of the ebay tailspin towards oblivion.
Yes, have been getting these over the weekend. They seem to come like buses, 2 more or less together.
The messages appear to be ‘old’ in that they do not show my real name – you know just like phishing emails.
My own theory, and it is just a theory, is that it is linked with the current ‘experiments’ on .com where some would be buyers are being shown a randomly shortened description just below the BIN button. Because the sentences used do not reflect the complete description it would be easy for a bot to conclude that they were duplicate listings.
Sometimes I simply hate the site!
I’ve had trouble since christmas with ISV being charged every time i revise a listing, Disabling itself randomly only for me to discover it hasnt been active weeks down the line losing out on sales.
Its caused me a few headaches.
I am looking at doing away with the upgrade all together and listing through the international sites with translated listings (.com,.fr etc
Although we’ve had an anchor store for 6 months or so, we’ve never had an ISV option, I just assumed we were listed internationally all the time. Are we missing something? It seems like you guys have had some sort of checkbox available when creating your listings.
There is a System Announcement on .com:

eBay sellers are not considered to be worthy of similar courtesy.
Or perhaps the email does apply to UK sellers?
