You may not have noticed, but PayPal had a glitch early in May which caused a delay in sending refunds and withdrawals to bank cards. Any PayPal delayed transactions from this period cleared as of the 25th of May and PayPal have now emailed customers to inform them of the issue and that it has been resolved.
The glitch responsible for PayPal delayed transactions affected payments on the 10th and 11th of May, but it appears it would only have impacted refunds or withdrawals so most business users would have been unaffected. Those who were affected probably didn’t even realise that refunds were delayed which is why the glitch didn’t result in a ton of complaints surfacing.
“We experienced a system issue on 10-11 May 2019 that caused a delay in sending refunds and withdrawals to credit and debit cards. These delayed transactions have been completed as of 25 May 2019.
We apologise for the inconvenience and thank you for your understanding. Your trust and confidence is very important to us.”

Same week as the Hasbro/eBay/PayPal Magic The Gathering fiasco.
Also same week PayPal’s US market refund-fee moneygrab was supposed to have taken effect.
Just sayin’…
