Etsy have published a video alongside the announcement:
Etsy transaction fees increasing to 5%
Etsy are planning to invest even more in making their marketplace the best place to run your creative business. To help make this happen, they are increasing transaction fees from 3.5% to 5%, and it will now also apply to the cost of shipping. This change goes into effect on 16th July 2018.

Where will your money go?
34 million shoppers have made a purchase on Etsy in the past 12 months but they now want to invest heavily for the future to attract even more customers to the site. Last year Etsy spent $78 million in marketing to bring buyers to Etsy, the most they have ever spent compared to previous year. They now plan to increase that investment by at least 40% to more than $110 million in 2018.
They will also be building new tools to help you run your business

Applying the fees to shipping makes no sense to me. That doesn’t seem to be supportive of their 2 million sellers, including me. It will likely mean a rise in my prices and less sales. I understand why this is needed for other aspects of selling, but not shipping…
I remember how popular it was when Ebay started to charge fees on carriage. No doubt this will be as well received by Etsy sellers!
Etsy sellers are to busy hugging trees to worry
It’s 5% on shipping plus Adyen’s money transfer fee. So just increase selling prices by 7.5%. Not happy but that’s just the way it goes.
Superb platform, no complaints from me. Well ahead of Ebay in so many respects, and still far far cheaper.
