This is only to compensate Australian sellers for now having to accept PayPal (rather than free bank transfers). Also to counter the massive negative PR that eBay has garnered after forcing Australian user to only use PayPal (since quashed by the ACCC).
Australian listing numbers are down as sellers start migrating to locally-owned auction sites like OZtion.com.au, TradeMe.co.nz, their own websites and free classified listings on Craigslist, etc.
